Hundreds of cadre from all over the State of All India Confederation of SC/ST/OBC Organizations, holding hoardings citing charter of demands held a grand rally at JDA Parking Opposite Hari Singh Park Jammu seeking restoration of reservation in promotions, clearing backlog of thousands of vacancies meant for SC/ST/OBC’s, Waiver of admission fees for students belonging to eligible SC/ST/OBC and poor students, Implementation of 27% reservation for OBC’s and enhancement of income slab for the OBC’s at par with that at the centre, Extension of SC ST(Prevention of Atrocities Act.),State budgetary allocation for special component plan adequate provisions for strict utilization of same, Providing shelter homes to the homeless, the poor and deprived, Providing equal opportunities to SC/ST/OBC’s in the matter of posting/transfers on strategic posts, Political reservation to Scheduled Tribes, Devising mechanism for redressal of atrocities upon SC/ST/OBC’s and extension of jurisdiction of National Commission for SC and ST’s to the J&K State, Opening of Special Police Stations for Scheduled Castes and Scheduled Tribals in every district, Extension of SC, ST (Prevention of Atrocities) Act, 1989, Reservation in private sector for SC/ST/OBC’s, Open coaching centers for All India Services, New, Welfare schemes for Wattal/Safai karamcharis/Refugee, Adequate budgetary allocation under SCP/STP, Stop Dilution of ST Status, Reservation in Private Sector, Result oriented coaching centre for SC/ST/OBC, Opening of National SC-ST Hub for development of Entrepreneurs. The Government had deputed Additional DC Jammu to accept the memorandum of demands and it was handed over to him by the Confederation. Speaking on the occasion, R K Kalsotra, State President, said that The Government which has not been able to ensure reservation rights to reserved categories of the state doesn’t have any right to rule. The concept of good governance points to complete satisfaction of entire citizenry and the charter of demands in the memorandum signal that a lot needs to be done in this respect. The state government has not been able to ably defend its own Reservation Act, enacted by Late Mufti Sahib, in the High Court and this fact led to the quashment of the provisions relating to reservation in promotion last year. Inspite of the stay by the Supreme Court on the said judgment the State government is reluctant to promote the employees belonging to the reserved categories as per the Reservation Act and rules framed thereunder. Empowerment of deprived is essential to raise happiness quotient and the demands raised by the Confederation should be worked upon immediately failing which the Confederation shall be coerced into adopting different modes of protest including Assembly Gherao.Kalsotra also paid tributes to the victim of Rassana rape and murder, a 8 year old little girl and prayed for the departed soul.
