Jammu & Kashmir Reserved Categories Empowerment Alliance’s (JKRCEA) socio-religious wing, retired employees wing, unemployed youth/students and women wing supported by All India Bhagat Mahasabha, Dalit Chetna Manch. GRDS, Saryara Sabha, Guru Nabha Dass Charitable Trust, All J&K Balmiki Sabha, Gujjar Bakerwal JAC, AIBCU, JKTUF and scores of socio-religious groups in a largely attended press conference held here today at Press Club Jammu have strongly condemned the dictatorial attitude of Deputy Commissioner, Kathua who targeted religious sentiments of a particular section of society. Few days back DC Kathua ordered the demolition of under construction structure of Guru Nabha Dass Mandir, a sacred seat of faith for Mahasha community and all SC communities as well, which was raised by the Committee few days back at W No 14 in Kathua.
In this joint press conference, the leaders of various groups of reserved categories under the banner of JKRCEA expressed a strong resentment of SC/ST/OBC communities against present government’s lackluster approach in dealing with various issues of these communities. The leaders present in the press conference in unison criticized and condemned high headedness and dictatorial attitude of DC Kathua Mr. Rohit Khajuria and demanded action against the erring DC.
Sham Lal Basson, President, Dalit Chetna Manch while addressing the media persons said that the attitude of DC Kathua was not only dictatorial but caste based also which is evident from the fact that he (DC) wanted to help one person of his community who is running a school in the vicinity of mandir and attempted to grab mandir land. He further said that almost all the religious mandirs/guru dawaras in whole of India are erected on state lands only. Guru Nabha Dass Mandir committee was in possession of this land since decades and when they started constructing Pucca Mandir by collecting money from poor people, the DC Kathua tried to dismantle the construction.
F.C. Bhagat, Sad Guru Kabir Sabha said that such anti-SC/ST/OBC stance of bureaucrats have put these marginalized sections of society in a state of illusion when on one side their personal and religious assets are targeted and other side the provision of reservation in promotions has been finished in spite of clear Stay of Apex Court of India against the DB Judgment of J&K High court in SLP’s titled Naseeb Sing Vs State & Ors. He requested Chief Minister Ms. Mehbooba Mufti to intervene and ask the Chief Secretary as well as Law Secretary to implement her directions of implementing Supreme Court’s Stay order in favor of reserved categories and restore Reservation in Promotions.
Bod Raj Bhagat, President, Socio-religious wing of JKRCEA said that there is a deep conspiracy of the present political dispensations whose government after every fortnight create some situation which inflicts the fundamental rights of SC/ST/OBCs. He also condemned deep silence of BJP leadership of Jammu over this attitude of DC Kathua and also criticized the BJP of its anti-dalit attitude. Supporting the stand taken by Sh. Dina Nath MLA Chenani against less representation to SC in state cabinet, he said that from amongst 24 elected MLAs of BJP, 07 belong to SC community which constitutes 1/3 strength but only one ministerial berth has been given to SC community. He demanded that at least two more ministerial berths should be allotted to SC.
Mohinder Bhagat, State President, Bhagat Mahasabha, urged the state government to immediately come up with political solution to the issue of Reservation in Promotions that has sociopolitical implication involving more than 60% of the population of J&K. He appealed the Chief Minister to intervene into Mandir issue of Kathua which is much like in Rasana Rape & Murder case, it was only after her intervention the case was taken up for a fair investigation. He requested for large scale social unity amongst SC, ST, and OBCs for a bigger fight. He warned the micro minority of this country that comprises of only less than 10% to desist from issuing irrelevant statements and added that before issuing such irrelevant statements they must assess their power and should not provoke majority community of this country.
Prof. G.L. Thappa while deliberating on a controversial order of UGC dated 5th March 2018, said that in a very planned manner, the present government in the centre is sabotaging provisions of reservation. He said that due to controversial circular of UGC directing to give representation to SC/ST/OBCs department wise shall dilute the reservation in direct recruitment at university level also where representation of SC/ST/OBCs is already too meager. He said that in the absence of running departmental roster it shall be difficult for reserved categories to make entry into the teaching/non teaching posts of universities. He demanded to keep previous system of recruitment of teaching faculty of universities intact so that SC/ST/OBCs get due representation.
Sunita Bangotra of Savitri Bai Phule Mahila Sangathan, J&K has strongly condemned the absurd and filthy language used by the brother of former minister, Lal Singh against Chief Minister, Mehbooba Mufti and demanded stern action against him. She also said that it is very shameful that uncivilized elements even don’t spare the woman heading the state govt. than what to talk of the standard of all other women in general and the women from oppressed sections in particular. She also added that the Constitution of India gave respectable position to women. Unfortunately, atrocities on SC/ST women continued but they felt protected due to SC/ST Prevention of Atrocities Act. But after deletion of clause related with direct arrest of culprit has again made SC/ST women insecure and now is a challenge for protecting the atrocities.
It was unanimously decide that if government fails to address the genuine issue of Reservation in promotion, Reservation in Direct recruitments/Educational Institutions as well as if harassment of reserved categories employees continuous, they will launch state wide protest.
