Voicing serious concern over the violation of the reservation act and rules of the Jammu & Kashmir govt. at the hands of govt. machineries itself, the leaders of Jammu Kashmir reserved categories empowerment alliance (JKRCEA), a conglomerate of socio-religious organisations, forum of retired SCs/STs/OBCs employees, associations of Youth & Students and women from amongst Scheduled Castes, Scheduled Tribes, Other backward classes, in a one day seminar on “Current Fiasco of Reservation Policy of J&K State” held here today at Guru Ravi Dass Gurudhwara Hall, Bahu Fort, have alleged that the reservation policy of J&K State has been thrown to wind thus they have unanimously resolved to launch crusade for protection and restoration of their reservation rights.
The participants have expressed their serious anguish over the non-committal and dubious approach of the coalition govt. in meeting the various demands of reserved categories which, they said, resulted into ever worst conditions of reserved categories.
Dr. Sanjay Bhasin, President of JKRCEA, presided over the function whileas Dr. Zabeer Ahmed Bajjar, general secretary of JKRCEA, M.R.Bangotra, Chairman, SC/ST/OBC retire employees forum, Roshan Din Choudhary, President, Jammu Kashmir Tribal United Forum and Prof. Kali Dass, Gen. Secretary, AIBCU were in presidium. The daylong seminar was also attended by legal luminaries, social activists, scholars, and students of these communities.
Dr. Bhasin, while speaking on the occasion said that the glaring anti-reservation act of the current dispensation is gross mishandling of issue of reservation in promotion which is justified by the fact that despite the blanket stay granted by the Apex Court in the case of reservation in promotion, the authorities at the helms of affairs of various departments of J&K State govt. have been making promotion in utter violation to the stay order. “Time and again, Hon’ble Chief Minister, Ms. Mehbooba Mufti, her Ministers, legislators and bureaucrats have been apprised about this issue of grave concern but unfortunately till date no heed has been paid by them”, lamented Dr. Bhasin
Dr. Zabeer Ahmed Bajjar, General Secretary of JKRCEA said that that the reservation system was ingrained in the Indian Constitution for the upliftment of the marginalised but not a political tool as portrayed by anti-reservation groups. He also said that JKRCEA, which has now become a staunch movement of masses, has launched a crusade for the protection of constitutional rights of marginalized classes and this would soon attain a shape of permanent solution of their problems, which the people of reserved classes encounter day in, and day out.
Roshan Din Choudhary said that the time has now come when all the sub-groups of these categories have to unite under single umbrella and raise the voice for it. He appealed the communities to support the hands of JKRCEA which as on date has taken lead in raising voice against the breach of constitutional safeguard entitled to them.
M.R.Bangotra, Prof. Kali Dass, Tara Chand, Altaf Hussain, Afzal Shaheen, Pawan Bhagat, Prof G L Thappa, Nazakat Khatana, Rafaqat Choduhary and Manoj Kumar also spoke on the occasion. Brij Rana conducted the proceedings whileas Khursheed Ul Islam present vote of thanks.
