Castigating Vice Chancellor, University of Jammu, Prof Ramji Dass Sharma, for his failure to meet his words, National Secular Forum (NSF) today sought Chancellor’s intervention to save the University.
Addressing a press conference here today, NSF Chief Dr Vikas Sharma, said that VC’s close aide involved in scams and using official positions are enjoying in the absence of accountability.
“Prof Rajnikant who had violated financial codes on various occasions, has been elevated as Director College Development Council, by the incumbent VC”, he said and added that Prof Rajnikant, a blue eyed of VC, Prof Ramji Dass Sharma, recently has been appointed as Director CDC, he said and added that the blue eyed had committed numerous financial irregularities under the patronage of Vice-Chancellor.
“During his tenure as Reactor, Ramnagar campus, for the period between November 2014 to November 2015, he also help the post of Director, HRD in main campus”, NSF Chief said and added that during said period he withdrawn double honorarium illegally.
“As per rules he can claim honorarium for one post i.e. Reactor or Director, but apart from withdrawing honorarium as rector Rs 7000, he also withdrawn honorarium as Director, HRD Rs 10,000 per month”, Dr Vikas said.
He said that, Prof Rajnikant as Reactor, Kathua campus, released a payment in favour that too in violation of norms. “Under patronage of ‘honest’ boss he held post of Reactor, offsite campus, Kathua, and during his tenure, he released payment of Rs 11.70 lacs in favour of contractor, out of lapsed funds”, he added.
Dr Sharma adding that Rs. 80 crore of Rs. 117 crore meant of development of offsite campuses of University of Jammu had lapsed by end March 2015.
In 2016, a year after the funds got lapsed, University sought Rs 32.17 crores to develop academic block at each campus under PMDP. At that time, University administration had sought permission from MHRD, and Chancellor of the University to get extended period for utilization but due to no response from concerned quarter, no further development could take place,” he explained.
Had the lapsed funds can be used, then why didn’t the previous Rector released the payment to the said contractor and also why university approached MHRD seeking separate funds for the construction purpose, they said. He elaborated that the 81st University Council of Jammu University dated October 20, 2016 under Item No: 81.25considered and resolved regarding the Uniform Policy for all the offsite campuses.
According to resolution, “The grants pertaining to the Capital Account and Self-Financing Courses shall be processed through the Registry and the Grants under the Revenue Account and the other local funds shall be operated by the respective Rectors/Directors by following the financial code/norms and the University Statutes at their own level.”
It is clear from the Council Resolution that Prof Rajnikant has willfully violated the established norm with the active support of Vice Chancellor Prof Ramji Dass Sharma, he said adding “the contractor to whom payment was made have paid handsome commission to the said official for releasing the said amount.”
He said that the scam recently exposed by a local news paper. “I urged upon Governor NN Vohra, the Chancellor, please take appropriate action to save the University”, he added.
