Fida Hussain, a former Patwari of Patwar Halqa Toph Sherkhania in District Jammu, has been subjected to disciplinary action by the Financial Commissioner Revenue (FCR) J&K, following a thorough inquiry into allegations of misconduct.
The penalties imposed on him are in accordance with Rule 30 of the Jammu and Kashmir Civil Services (Classification, Control, and Appeal) Rules, 1956.
The inquiry was initiated due to irregularities discovered in the issuance of land documents, revealing significant shortcomings on the part of Fida Hussain. It was determined that Fard-lntkhab and revenue extracts were issued contrary to prescribed guidelines, resulting in the preparation of a DastiKhaka instead of the mandated TatimaShafra. This procedural deviation led to the issuance of inaccurate land documents, which in turn contributed to disputes among affected parties.
The gravity of the misconduct highlighted in the inquiry officer’s report underscored the serious implications of Fida Hussain’s actions. Consequently, the Deputy Commissioner, Jammu, recommended the imposition of a major penalty, a recommendation subsequently endorsed by the Divisional Commissioner, Jammu. After careful consideration of all relevant factors, including the mitigating circumstance of Fida Hussain’s retirement, the Competent Authority found him guilty of misconduct and imposed penalties of withholding of three increments with cumulative effect and reduction in pension.
