In a proactive move towards bolstering fiscal responsibility and advancing infrastructure development in Jammu and Kashmir, Lieutenant Governor Manoj Sinha spearheaded a comprehensive review of departmental progress for the Financial Year 2023-24.
The high-level meeting attended by Atal Dulloo, Chief Secretary; Dheeraj Gupta, Additional Chief Secretary Forests; and Santosh D Vaidya, Principal Secretary of the Finance Department, alongside Administrative Secretaries and senior officials, underscored the critical need to optimize the utilization of funds allocated under Centrally Sponsored Schemes and Capital Expenditure (Capex).
One of the standout achievements highlighted during the evaluation was the remarkable 102 percent growth in capital expenditure recorded during the fiscal year 2023-24 compared to 2018-19. Moreover, there was a significant upsurge in Excise and other Tax & non-tax Revenue, a testament to the efficacious financial management practices prevailing in the Union Territory.
Expressing his satisfaction, Lt Governor Sinha remarked, “These achievements are indicative of a robust financial prudence system in place. Jammu and Kashmir are ascending to new heights with a strategic focus on extensive infrastructure development aimed at realizing the aspirations of its populace and fostering self-reliance.”
Furthermore, Lt Governor Sinha emphasized the timely submission of Utilization Certificates by Administrative Secretaries and senior officials, underlining the importance of exploring avenues for augmenting revenue generation while adhering to austerity measures to streamline expenditure.
Aligned with the administration’s commitment to grassroots empowerment and economic vitality, Lt Governor Sinha advocated for the establishment of an integrated procurement system, urging departments to procure products from Self Help Groups and Micro, Small & Medium Enterprises (MSMEs).
Addressing specific concerns, the Lt Governor issued directives to Administrative Secretaries and senior officials from key departments including Disaster Management, Relief, Rehabilitation & Reconstruction, and Public Works Department (R&B) to closely monitor the progress of Transit accommodations for employees under the Prime Minister’s Package. The meeting served as a testament to the unwavering commitment of the administration towards advancing fiscal responsibility, fortifying economic resilience, and fostering inclusive development across the picturesque landscapes of Jammu and Kashmir.
