ACB Raids 16 Locations in Jammu, Uncovers Abuse of L3 Forms
The scam revolves around the provisions for granting state land to Pakistani refugees who migrated during the years 1947-1957. Under the rules, the government had allocated 32 kanals of irrigated land or 48 kanals of unirrigated land to these refugees through L3 forms. However, a nexus has allegedly abused these forms, illegally mutating 210 kanals of custodian land without approval from the concerned government agencies, including the Custodian office, PRO office, and others.
Massive Land Fraud Unearthed; Ring Road Project Under Scrutiny
The areas of Bhalwal and Assarwan villages, previously considered non-prime locations, have suddenly become prime real estate due to the construction of the Ring Road project passing through these regions. This development is believed to have fueled the illegal mutation of custodian land by the land mafia in collusion with corrupt officials.
Investigation Reveals Misuse of Provisions for Pakistani Refugees
In the FIRs registered in connection with the case, at least 10 officials, including former Tehsildars, Naib Tehsildars, Girdawars, and Patwaris, have been named. Among those implicated are Amit Uppadya, Shushil Birdi (former Tehsildars), Rafat Javed Ahmed, Akeel Ahmed, Pranav Dev Singh, Mohammad Aslam, Shakeel Ahmed, Altaf Hussain, Amjad, and other Revenue officials. The investigation into the matter is ongoing, and further revelations are expected.
Alleged Nexus Between Land Mafia and Officials Undermines Trust
The ACB’s action has sent shockwaves through the administrative machinery, as the scam involves the misuse of provisions intended to rehabilitate refugees who had faced immense hardships during the Partition. The alleged collusion between the land mafia and government officials has not only undermined the trust in the system but also deprived genuine beneficiaries of their rightful claims.
Call for Stringent Action and Comprehensive Reforms
Experts and civil society organizations have applauded the ACB’s proactive measures in cracking down on this alleged nexus of corruption. They have called for stringent action against all those found guilty, irrespective of their position or influence, to send a strong message against such malpractices. The land scam has once again highlighted the need for comprehensive reforms in the Revenue and Custodial departments, ensuring transparency, accountability, and strict adherence to the rule of law.
Importance of Regular Audits and Checks
The scam has also underscored the importance of regular audits and checks to prevent the misuse of provisions meant for the welfare of vulnerable sections of society. As the investigation progresses, all eyes are on the ACB to unravel the intricate web of corruption and bring the perpetrators to justice. The crackdown has undoubtedly sent a strong signal that the government is committed to rooting out corruption and upholding the principles of good governance.
Potential Implication of Politicians and Bureaucrats
As the investigation deepens, it is anticipated that some politicians and bureaucrats may also be implicated in the nexus. Recently, the ACB in Srinagar uncovered a significant custodian land scam, revealing that a separatist leader and his IAS brother-in-law were among the beneficiaries of illegally acquired custodian land.
The ACB’s raids in Jammu have shed light on the widespread corruption within the Revenue and Custodial departments, exposing a well-orchestrated scheme to illegally appropriate land meant for refugee rehabilitation. The operation has sent shockwaves through the administrative machinery, and the public eagerly awaits the outcome of the investigation, hoping for swift and severe action against all those found guilty, regardless of their position or influence.
