In adherence to the prevailing policies regarding the grant of permission for pursuing higher studies or tenure postings for in-service doctors, the Health and Medical Education Department has issued an advisory.
The advisory, referencing Government Order No. 905-JK(HME) of 2019 dated 17.10.2019, Government Order No. 479-JK(HME) of 2021 dated 08.07.2021, and Circular No. 18-HME of 2020 dated 29.12.2020, emphasizes the need for obtaining necessary No Objection Certificates (NOC) from the department annually.
Under this policy framework, doctors who secure NOCs proceed to pursue higher studies or tenure postings in various health institutions, either within or outside the Union Territory of Jammu and Kashmir. Upon completion of their studies or tenure postings, these doctors seek re-joining with the concerned Directorates of Health Services, Jammu/Kashmir. However, a concern has arisen as the Administrative Department remains uninformed about the whereabouts of these returning doctors who resume their services without seeking prior approval.
To address this issue, both the Directorates of Health Services in Jammu and Kashmir are urged to ensure that proposals for adjusting or posting in-service doctors who return to their parent directorates are submitted to the Administrative Department for necessary approval. Henceforth, no such adjustment or posting orders should be issued by the directorates independently, without prior consultation or consent from the Administrative Department.
This advisory aims to streamline the process of utilizing the services of in-service doctors and ensure transparency and accountability within the health sector of the Union Territory. It underscores the importance of administrative oversight in managing the deployment of medical personnel, thereby enhancing efficiency and effectiveness in healthcare delivery.
