The Union Cabinet, led by Prime Minister Narendra Modi, has given its approval to the recommendations put forth by the High-Level Committee on Simultaneous Elections.
The committee, chaired by former President Ram Nath Kovind, has proposed a sweeping change to India’s electoral landscape.
The concept of simultaneous elections is not new to India. From 1951 to 1967, elections to the Lok Sabha and state assemblies were held concurrently. The idea has since been revisited multiple times, including in the Law Commission’s 170th report in 1999 and the Parliamentary Committee’s 79th report in 2015.
Under the leadership of Ram Nath Kovind, the High-Level Committee conducted extensive consultations with a wide array of stakeholders, including political parties and experts in the field. The committee’s report, now available online at https://onoe.gov.in, has garnered widespread support for the implementation of simultaneous elections across the country.
The recommendations outline a two-phase approach to implementing this significant change:
1. In the first phase, elections to the Lok Sabha and state assemblies would be held simultaneously.
2. The second phase would see local body elections for panchayats and municipalities conducted within 100 days of the general elections.
A key feature of the proposal is the creation of a common electoral roll for all elections, which aims to streamline the voting process and reduce administrative burden. The cabinet’s acceptance of these recommendations marks the beginning of a new chapter in India’s democratic process.
However, the government has emphasized that this is not the final step. An implementation group will be constituted to oversee the process, and detailed discussions will be initiated throughout the country to ensure a smooth transition to this new electoral system.
