In a stunning revelation that has rocked Jammu & Kashmir’s healthcare administration, Dr. Hanief Dar, an Assistant Professor in the Department of Surgery at Government Medical College (GMC) Srinagar, has been barred from private medical practice across the Union Territory after it was found that he had performed over 1800 surgeries in private hospitals—but not a single one at the government facility where he is a full-time faculty member.
According to official communications accessed by The Hidden News, the State Health Agency (SHA), under the Ayushman Bharat PMJAY-SEHAT Scheme, flagged massive discrepancies in Dr. Dar’s performance record.
While reviewing surgery data under the Union Government’s flagship health scheme, the SHA discovered that Dr. Dar had conducted 1,807 surgeries exclusively in private hospitals, completely bypassing his responsibilities at GMC Srinagar, where he is expected to serve patients and perform surgeries as part of his public service mandate.
The evaluation, referenced in Communication No. SHA/AB PM-JAY/JK/2024-25/9545 dated 07.03.2025, was corroborated by an internal work report from GMC Srinagar (Communication No. GS-MC/AP/Sur/606 dated 27.03.2025), confirming that despite drawing a full government salary, the senior surgeon’s public service contribution was practically non-existent.
In response, the Health & Medical Education Department, through Government Order No. 308-JK(HME) of 2025 dated 09.04.2025, has issued a blanket ban on Dr. Hanief Dar’s private practice across J&K with immediate effect. The order calls out a “serious violation” of Jammu & Kashmir’s Service Conduct Rules and explicit government instructions regarding private practice by medical faculty.
“This constitutes a serious violation of J&K Service Conduct Rules and Government directives on private practice by medical faculty… Non-compliance will invite disciplinary action as per service rules,” the government order warns.
