The Jammu and Kashmir Public Works (R&B) Department cancelled bulk transfers and postings orders of Draftsmen issued by the Chief Engineer, PWD Jammu. The Chief Engineer, PWD Jammu Ashok Kumar Kikloo, who has been in controversies since the days when he was posted in J&K Relief Organisation (M), Jammu, will be superannuating from service by the end of this month.
According to sources, Kikloo in four different orders issued between 25-31 August, 2021, had transferred and posted several dozens of Draftsmen of PWD. “It is hereby ordered that the following office orders issued by the Chief Engineer, PW(R&B) Department, Jammu are rescinded abinitio. CEJ/ADM/221 of 2021 dated 25.8.2021, CEJ/ADM/230 of 2021 dated 27.8.2021, CEJ/ADM/ 236of 2021 dated 318.2021 and CEJ/ADM/229 of 2021 dated 27.8.2021”, Govt order no. 264-PW(R&B) of 2021, dated 01/09/2021 read.
Copy of this order has sent to Joint Secretary (J&K), Ministry of Home Affair, Government of India, New Delhi, Director Archaeology & Arehieves, J&K, Srinagar, Chief Engineer, PW(R&B) Department Jammu and others. Surprisingly, in past a journalist repeatedly apprised Principal Secretary, Shaildendra Kumar about the misdeeds of this Engineer, but he did not bother and gave free hands to Kikloo. Even, some contractors knocked the doors of Advisor Bhatnagar, seeking his attention over the open loot in the PWD Jammu.
Ashok Kikloo, without approval from his senior officer i.e. Pr. Secretary PWD had revised 10 percent rates of road material vide no. CEJ/DB/15037-40, dated18/01/2021 beyond already revised scheduled rates by the government, on his own. However, the after the intervention of higher authorities, he withdrew his own orders. Though he retired on 31th August, 2021, the ACB should conduct a probe into the works done by Kikloo during his posting as Chief Engineer, including issuing of contractor cards, transfers and postings of Draftsmen, JE and other staff. A verification vide no. JSK-116/2017 being conducted by the ACB, unfortunately, after lapse of more than four years the verification against Kikloo could not complete yet and he retired from service.
