The Jammu and Kashmir Government’s protracted inquiry into the death of Dr. Ritu Gupta, allegedly caused by negligence at Suvidha Mother & Child Nursing Home in Talab Tillo, Jammu, remains incomplete two years after her tragic demise. The delays have raised serious questions about bureaucratic efficiency and accountability within the healthcare system.
The tragic death of Dr. Gupta in 2022 prompted public outcry and demands for justice. To investigate the matter, the government constituted an inquiry committee under Government Order No. 928-JK(HME) of 2022, tasked with examining the circumstances leading to her death.
In early 2023, a new committee was established under Government Order No. 27-JK(HME) of 2023, comprising: Dr. Sanjeev Bhat, Associate Professor, Department of Medicine, GMC Jammu, Dr. Gagan Gopal Bali, Consultant Surgeon, Government Hospital Gandhi Nagar, Jammu and Dr. Sangeeta Singh, Consultant Anesthesia, Government Hospital Gandhi Nagar, Jammu.
The revamped panel was mandated to thoroughly review treatment decisions, availability of essential healthcare facilities, and possible lapses in Dr. Gupta’s care.
Despite the committee’s formation, the inquiry saw multiple delays, prompting activist intervention. In 2023, an RTI application was filed seeking the inquiry’s status. During the second hearing of the first appeal under the RTI Act (October 7, 2024), the First Appellate Authority (FAA) of the Health and Medical Education Department informed that the inquiry report was incomplete and yet to be accepted by the competent authority. The activist criticized the delays as reflecting poorly on the integrity of officials overseeing the inquiry.
The inquiry committee had in 2023 submitted its comprehensive report, sparking anticipation of government action. “The committee had examined every aspect meticulously to identify any lapses in care provided to Dr. Gupta,” stated an official familiar with the inquiry proceedings.
Following the report’s submission, the administrative department sought a senior retired doctor’s opinion on technical aspects. “The findings are critical, and necessary steps will follow to ensure accountability and patient safety,” said a senior official. The activist expressed hope that the inquiry’s conclusion would lead to exemplary action. “Once the second part of the review is complete, we expect stringent measures against the nursing home to prevent such incidents in the future.”
Dr. Ritu Gupta’s death remains a grim reminder of the critical lapses that can occur in the healthcare sector. The delays in concluding the inquiry have drawn attention to systemic inefficiencies, while the efforts of activists highlight the importance of transparency and persistence in pursuing justice.
In another case of alleged negligence in June 2023, parents accused Suvidha Mother & Child Nursing Home, of concealing critical information during pregnancy. Despite undergoing complete prenatal care, including routine checkups, ultrasounds, and other diagnostic tests conducted by the facility’s doctors and staff, the nursing home allegedly kept the family unaware of the baby’s physical abnormalities until birth.
