In a significant move towards enhancing cleanliness and promoting green practices, the Union Territory (UT) Government of Jammu and Kashmir has mandated the segregation of horticulture and garden waste by its residents. The directive, in alignment with the Solid Waste Management Rules of 2016 from the Ministry of Environment, Forest and Climate Change, aims to streamline the disposal and management of solid waste in the region.
The Jammu Municipal Corporation (JMC) issued a notice dated 28/12/2023, bearing no. DIP/J-4685-P, informing the public about the new waste management rules. In adherence to the “polluter pays” principle, the notice emphasizes that individuals responsible for waste generation should bear the cost of its collection and safe disposal.
To facilitate the separate collection of garden and horticulture waste, the JMC will provide vehicles on a paid basis. The notice details the charges for waste collection services, with Auto charges (1.8 cum) set at Rs 400 per trip and Tipper charges (3-4 cum) at Rs 1000 per trip. Strict measures have been outlined for those who violate the segregation and disposal guidelines. Violators found throwing garden waste in front of their houses, public lanes, or vacant plots will face fines. The penalty structure is categorized based on the frequency of the offense.
For first-time violations, where individuals mix garden waste with municipal solid waste, a fine of Rs 500 will be imposed. Second-time violators will face a fine of Rs 1000, and subsequent or recurring offenses will incur a penalty of Rs 5,000.
Similarly, individuals found disposing of garden waste near the exterior of their houses or vacant plots will be subject to penalties. First-time offenders will be fined Rs 500, second-time offenders Rs 1,000, and those repeatedly violating the rules will face a penalty of Rs 5,000. The notice serves as a proactive step by the Jammu administration to encourage citizens to actively participate in waste management practices and contribute to the region’s cleanliness and environmental sustainability goals. The implementation of these rules is expected to create a more conscientious and environmentally responsible community in Jammu.
