In a shocking incident on March 4th, 2024, members of the notorious Bakra Gang executed the murder of Rajesh Dogra, also known as Mohan Cheer, a prominent figure in a rival gang. His criminal record was documented in Bundle “A” and he was listed as a history-sheeter with a notorious background associated with police stations Sarwal and Bakshi Nagar.
Rajesh Dogra, son of Ved Parkash and resided at House No. 797, Talli Morh, New Plot, Jammu, was murdered in Mohali Punjab, when he was supposed to Shri Ram Temple Ayodhya. “The incident is deeply troubling and requires thorough investigation,” stated SSP Jammu Dr Vinod Kumar. “We are committed to ensuring that justice is served, and those responsible for this heinous act are brought to book.”
According to regulations outlined in Form No. 183, Rule No. 703 of the J&K Police Manual, supplemented by section 188 of the Indian Penal Code, it is incumbent upon the Beat Officer, Incharge Police Post, and SHO of the respective police stations to take immediate action in such cases.
“Negligence in performing our duties is unacceptable, especially in matters of public safety,” remarked a senior police official, speaking on condition of anonymity. “We will conduct a thorough investigation to determine the lapses that occurred and take appropriate action against those responsible.”
However, it has come to light that the responsible officers, including Beat Officer Sub Inspector Mushtaq Ahmed (PID No. EXJ-875729) of PP Sarwal, who has since been transferred to DPL Jammu via order No. 121 of 2024 dated March 9th, have failed to fulfill their duties adequately. As a consequence, SI Mushtaq Ahmed has been placed under suspension with immediate effect pending further investigation. He is required to surrender all government-issued items and will receive subsistence allowance by regulations.
“We take allegations of negligence very seriously,” emphasized SSP Jammu. “The departmental inquiry will be conducted with utmost diligence, and we will ensure that all parties involved are held accountable for their actions.”
Furthermore, PSI Anil Kumar (PID No. E J-196478), the Incharge of PP Sarwal, and Inspector Satvir Singh (PID No. EXJ-085630) are also under scrutiny for their alleged negligence. They face the prospect of severe departmental repercussions for their failure to act decisively in a matter of grave importance.
“We are committed to upholding the integrity and professionalism of the J&K Police,” the SSP said. “Any lapses in duty will be thoroughly investigated, and appropriate action will be taken to ensure such incidents do not recur.” To address the glaring lapses in duty highlighted by this incident, a departmental inquiry has been initiated against the aforementioned officers. The investigation has been entrusted to SP Headquarters, Jammu, with instructions to provide a comprehensive report within a fortnight.
The incident underscores the urgent need for law enforcement agencies to uphold their responsibilities diligently, particularly in cases involving known criminal elements and potential threats to public safety. The outcome of the inquiry will be closely monitored as authorities seek to ensure accountability and prevent similar lapses in the future.
