Deceived by an Assistant Engineer (AE), who turned a billionaire in Poonch, a poor sub-contractor, who borrowed money from marker to complete a project, has knocked on the doors of Raj Bhawan for justice, by lodging a complaint with Grievance id 999004257417 at jkgrievance.in on August 25.
According to the sources in Grievance Cell, a complaint against Mohd Azeem son of Mohd Aslam resident of Salonia Poonch lodged on August 25, against Tariq Kassana son of Mohd Yousuf, resident of Dingla Poonch, Assistant Engineer, presently posted as Technical Officer to Executive Engineer, PR(R&B) Division Poonch has forwarded to Poonch administration for redressal.
According to documents available with The Hidden New a complaint against Tariq Kassana AE and Sanjay Mehta contractors of M/s SRM contractors, Bahu Plaza, Jammu was lodged by Mohd Azeem.
“A contract to construct of road from Shadhara Sharief to Patrara via Gambhir Muglan, District Rajouri was awarded under a scheme of World Bank by JKERA to M/s SRM contractors, Bahu Plaza Jammu. Tariq Kassana AE, is working, at PW(R&B) Department Poonch. He is involved in various jobs, he is a big investor, and has invested in stone crushers, dumpers, trucks, and construction machines, and invests in property on different names to save himself from government agencies”, the complainant alleged in the complaint.
“Major works involving contractors to participate in major construction works, renting plant & machinery providing labour and maintenance contracts, by foul and illegal ways, he gets the works, contracts sanctioned in favor of choosing a few, and engages contractors, and subcontractors on behalf of the contractor to show their face, otherwise he is himself a contractor and gets works finished using substandard material”, he alleged.
“After getting the contracts awarded, he illegally joins as works contractor and he takes his share. Sometimes he becomes arrogant and uses his man and muscle power, not to pay the amount to persons who have been involved in various contracts, conducted through him. The complainant was Mohd Azeem, Mohd Azim also hired Mohd Shukat to join for the work allotted and the terms of payment were discussed and mutually agreed upon to avoid any legal or departmental inquiry he assured contractors that he is himself a man of repute rest assured, he will himself pay all the money to be paid after receiving from Govt”, he further alleged in the complaint.
“The work done by complainants was given by said AE for release of payment, as he was solely attending the assigned job. The details of the work completed are enclosed. No steps were taken by him and he had to discuss with the main contractor as both had to release the payment, but the engineer after the release of payment did not pay a penny. The complainant was knocking at the doors of Tariq Kasana AE was the only person to engage the team of Subcontractors for the aforesaid works, which were done to the satisfaction of Govt and the main contractor and the engineer, but no payment was given to the complainant till today”, he claimed in the complaint.
According to the complainant, AE Tariq Kasana has a huge investment in plants and machinery with a bogus name on which he is flourishing his business. “Business in partnership with Stone Crushers in Batar Nallah Poonch. One crusher near his house, in village Dingla Distt Poonch. One Machine for constructing culvert pipes at village Dingla. Excavator Machine. Volvo Excavator 210 at Batar Nallah, Poonch. JS 120 Excavator at Batar Nallah. Two Dumpers JK12-2793, JK12A7932 Tipper JK12-2793”, the complainant further alleged in the complainant.
The engineer in question remained posted in PW(R&B) Division Poonch since his posting to date. “For some time he was transferred out of the district, but using money power he again managed his posting in Poonch again and again. His father, brother, father-in-law, brother-in-law, and maternal uncle all are contractors and made their fortune under his patronage, as he remained posted in the same division for years together”, sources informed and added that he was shifted out of the district on bases of complaint but having connection with ex-chief engineer PW(R&B) Jammu, Manzoor Hussain (now retired), he managed his posted in electrical division and again reached Poonch. It has been learned from reliable sources that his father’s GST has been suspended by the State Taxes Department (STD), as he has not deposited GST to the tune of Rs 95 Lacs rupees causing a huge loss to the state exchequer. “Despite clear-cut notice against his father issued by the State Taxes Department to the Executive Engineer PW(R&B) Division Poonch to release any payment in his favour, the son AE, now TO to XEn using his clout released the payment”, sources said, adding that the Crime Branch should take suo moto cognizance of this news report.
