There seems to be no silver lining for the inhabitants of Chisty Manzil with respect to the open drain to be constructed as the open drain has become a bone of contention for them for last fifteen years.

A cursory glance outside the Chisty Manzil lane no 4 Indra Colony Lakkad mandi concludes that the open drain has mocked the infamous slogan of Swatch Bharat Abhiyaan (SBA). On the one hand, Jammu is turning into a smart City and even recently JMC has also installed plates on the respective houses outside gates adding, that one has access to the houses meaning there by getting to know about the location. It is Hasten to add that powers have been devolved upon the JMC Commissioner in pursuance to the tenure of the Municipal Corporators comes to an end.

Now, it means that the Jammu Municipal Corporation (JMC) Commissioner is vested with the power to execute the work on the open drain as JMC Commissioner, consent is mandatory for the execution of the work on the open drain. It is befuddling and baffling aspect that this open drain is not being covered by the authorities concerned on whom obligation has been cast upon their shoulders adding, to discharge the work done.  Inhabitant of the Chisty Manzil curse their luck as they categorically stated when drains were covered in the different municipal wards which provided the much-needed relief to those inhabitants but we say that it’s an excellent example of official apathy and indifferent attitude of those at the helms of affairs that they left this drain when they covered the drain from the top of the Lakkad Mandi.

As powers have been vested with the JMC Commissioner we rekindled hope that needful will be done by his good self when the attention of the open drain has been drawn towards him. Sooner the JMC Commissioner acts, the better it would be. Given the transparency and accountability in the government departments, we intend that the JMC Commissioner upholds the same.

Open drain near Chisty Manzil of Ward no 36 annoys inhabitants

Inhabitants rued that the open drain has added to their woes in terms of dilapidated condition due to the open drain adjacent to people throw heaps of garbage and the site has become a stinking blot for the inhabitants of the Chisty Manzil in particular and inhabitants of the Lakkad Mandi in general.

Recently, a landmark sign board was installed on Lane no 4 Indira colony Lakkad Mandi where in details of ward no 36 as well the name of the Corporator namely Subash Sharma has been written who is Chairmen Social Justice Committee. This board has added a new sheen to the locality but when enters Lane no 4 Indira Colony Lakkad Mandi and one commutes further then reaches the Chisty Manzil finds the open drain which mocked at the infamous slogan of Swatch Bharat abhiyan coupled with which then lost its very sheen. As such to restore the sheen, the government needs to start work on the open drain, before it’s too late as already much water has flown down in the river Tawi. How much time do the Inhabitants of Chisty Manzil wait as they are losing patience with each passing day, With authorities maintaining criminal silence coupled as if they stuffed their ears with cotton balls? Now, the moot question has arisen for sympathetic consideration as to why the open drain is not being covered.

Why for the last fifteen years approximately since the time Inhabitant of Chisty Manzil resided here in this house open drain not been covered?  Whose duty was to ensure the work to be done on this open drain which has left the gullible inhabitant of the Chisty Manzil to bear the brunt for no fault of theirs? Whether those who were under obligation to do the work but failed miserably to do the same resulting there in an open drain not covered? Whether JMC Commissioner order probe into this delayed execution of the open drain? If fair probe order heads will likely roll off the officials? Whether those who were given money for the betterment of their respective wards meaning there by amount of money have been utilized or not? When no concrete reasons came to the fore for the delaying execution of the open drain. Then fingers are being raised that something is fishy and that the concerned authorities not paying any heed to the genuine plight of the masses. One popular saying comes in mind while writing this story which deems fit “To do anything in its right perspective strong will and determination is required which is found lacking as far as those who are required to cover the drain”.

Jammu is turning into a smart city for which the government spending a whopping amount for the same padding, which is a good move on their part. But then why this open drain has been left unattended? This is a million dollars which begs the answer?

When contacted by JMC Commissioner Rahul Yadav regarding the open drain, he said that there are about forty-five drains that are open which have not irked or peeved someone. Rather it’s a never-ending argument that open drains cause hardships to the inhabitants for the reason that it would cause problems for us as we face hiccups meaning thereby to clean the drains as such I don’t think so any need to cover the drain “JMC Commissioner lamented.

Elaborating further, he said that if I covered the open drain the people would throw the garbage. To this, the scribe in question said that only the stretch of open drain outside the Chisty Manzil had not been covered rather whole of the drain from the Lakkad Mandi had been covered, he reiterated that it’s never-ending argument and was quick to add If we covered the drain we need money and that it is wasteful expenditure as you know I have to take the tax pay money of the people”, he maintained. To a question that adjacent to the open drain people used to throw garbage with impunity despite the JMC deploying the Garbage collecting vans, he divulged that you should sensitize the masses about the same and after all, it’s a public property adding people should take care of the same”, he lamented. On being asked that as you know about the infamous slogan SBA but that being flouted with impunity outside Chisty Manzil Lakkad Mandi, JMC Commissioner vehemently said that being a Journalist duty is also cast on you that you should acquaint the masses about this Abhiyan”, he avers. JMC Commissioner said the scribe to send me the details he will get examine the issue of the open drain.
