Subject – Grievances of Jammu Based inter district Sc/ST/ALC & others) Employees posted in Kashmir Valley.
Esteemed Sir
With great reverence and humble submission, we the inter-district SC/ST/ALC and others Employees of Minority community would like to submit following important points for your immediate action:
1 That we are all residents of Jammu Division appointed in Kashmir Valley on the basis of Inter-District recruitment policy by JKSSRB since 2007 onward under SC/ST/ALC & others Category with more than 2000 Employees in various departments.
2) That after serving in Kashmir Division for more than 15 years. Being the residents of Jammu Division, our repatriation has not been ordered tll date. 3) That since our appointment we approached to every authority regarding suitable transfer policy/repatriation but nothing substantial has been done in our favour by successive Governments

4) That it is very difficult for us to serve away from our homes and families for such long period of time as our old parents and children need care and attention as some of us are only care taker of their families.
5) That due to recent targeted and selective killings of minority employees and non-local people have put us under fear psychosis, being minorities in Kashmir have several apprehension and sense of insecurity.
6) That last year the targeted killings of two employees of Education Department followed by killing of Rahul Bhat in is tehsil office, Smt. Rajni Bala in her school premises and sh.Vijay Kumar in his Bank office all during duty hours and many other civilian killings of minority community has created the sense of fear among all of us and we approached to concerned authorities for security but nothing has been done till today.
7) That we have no secure accommodation as we are living in private rented accommodations where we feel totally insecure.
8) That number of our employees despite being in minority and security threats are posted in far-flung areas where there had always been remained threat to their life. but now it is crystal clear that no place in Kashmir is safer for us keeping in view the prevailing situation of valley.
9) That we are facing severe hardships due to cultural and linguistic differences and all Jammu based SC/ST/ALC & other minority Employees feel socially disconnected as we feel forgotten employees from both the regions.
Every now and then the threat letters are being circulated on social media and the recently wine shop attack at Baramulla in which one non-local Ranjeet Singh Dogra Hindu minority died and three others were injured which was in high security zone has dashed our hopes to sustain these darkest hours. These all recent unfortunate terrorist incidents have proved that anti-social elements have nefarious design and are hell bent to pour innocent blood as soft targets and be in the news we therefore put forth the demands as under:
- All Kashmir posted Jammu based Inter-District (SC,ST,ALC,& other) Employees should be immediately repatriated back to their respective home districts of Jammu Division.
- All Inter-District /inter division/autonomous bodies Employees should be transferred in their respective districts in Jammu Division keeping in view the convivence, safety and security in consideration.
- Fixing a tenure of 5years of service for all Inter-District employees, thereafter transfer to their respective home districts.
- SRO 43 and Insurance of rupees two crores for inter district employees.
- Concrete and sufficient accommodation to all Inter-District employees.
- That the reservation in promotion should be implemented immediately with clearing backlog vacancies.
- That higher administration should instruct all concerned departments/DDO’s not to pressurize Jammu based Inter- District Employees to join duties in the current prevailing situations.
- Government should appoint or designate an apex level NODAL OFFICER for all Inter-District Employees for redressal of the general grievances with in very short time.
- That the ex-gratia relief of rupees two crores immediately should be provided to the family of late Rajni Bala, her only child should get education in well reputed institution and get absorbed in govt. job at the time of eligibility.
- Raj Kumar teacher husband of late Rajni Bala should immediately transfer from Kulgam to Samba district.
- If the above-mentioned demands not heeded upon we have no other option than to sit on indefinite agitations till our demands are not accepted.
