Nothing has changed even after the abrogation of Article 370- a biggest hurdle in J&K- as the BJP claimed, as the incumbent government seems to be failed in implementing Transfer Policy, as a District Manager of J&K SC, ST & BC Development Corporation Ltd, Rajouri, sticking on the same chair for last five years together.
It has obviously affected the functioning of the department due to alleged vested interests of officials concerned. “The overstaying of the District Manager SC/ST Corporation Rajouri Chourdhary Qyoom has raised serious question mark on the so-called transfer policy which clearly says that any Government Officer has to be transferred after completion of his/her two years of stay and in some cases, it can be extended to three years but not more than that”, sources told The Hidden News.
“But in the case of District Manager SC/ST Corporation Rajouri, all rules regarding transfer policy were thrown into the wind as he has been staying in this position for the last five years. People can be seen making complaints against this officer for not timely disposing off cases pertaining to poor SC/ST community for their welfare,” they alleged.
They further said that despite paying several visits in the office, the files regarding financial assistance like loan remained stuck there for months together and the District Manager hardly pays heed to the problems of the people being faced by them due to inordinate delay in disposal of the cases.
“It takes two-four months to get a file cleared, which generally takes within a month. Overstaying of officer has given rise to malpractice in the office. The people said that the senior officers of the department have been discharging their duties with full dedication but the officers at District level have allegedly created a mess. They appealed to the Commissioner Secretary, Social Welfare Deptt. Worthy Sheetal Nanda ji to intervene and directs the concerned to shift / transfer the District Manager Rajouri immediately so that the malfunctioning could be stopped in the office and the general public belonging to SC/ST be benefited.
