Warwan Residents Accuse RET Teacher of Misconduct and Threatening Local Officials

A wave of outrage has swept through the remote Warwan region of Kishtwar district, as residents have filed a complaint against Muzaffer Ahmed Rather, a Rehbar-e-Taleem (RET) teacher posted at the Government Middle School in Mungli.

The allegations leveled against Rather have ignited a firestorm of controversy, casting a spotlight on potential misconduct and dereliction of duty. According to the complaint addressed to the Lieutenant Governor’s office, Rather was improperly attached to the Kishtwar Development Authority (KDA), a move perceived as a violation of government guidelines and an attempt to shelter him from his teaching responsibilities at the Mungli school. Residents have expressed grave concerns over Rather’s persistent absenteeism, which they claim has jeopardized the education of underprivileged students in the area.

The complaint further alleges that Rather has been seen in photographs with certain district officers, which he purportedly uses to harass lower-level officials posted in the Marwah sub-division and Warwan tehsil. It is alleged that he threatens the local residents and employees of other departments for personal interests, using the name of the Deputy Commissioner. Additionally, he allegedly makes promises to local youth about providing government jobs in the tourism department. Raising questions about the authenticity of Rather’s credentials, the complainants have urged the Lieutenant Governor’s office to verify his degree certificates, as they claim he is only a 12th-pass RET teacher. However, Rather allegedly represents himself as a doctor, tourism officer, and environmentalist.

In response to the allegations, the Deputy Commissioner of Kishtwar, Dr. Devansh Yadav, stated that Rather has been relieved from the KDA and is currently performing his duties at his original place of posting. Reacting to an unsigned copy of the complaint circulating on social media, the DC said, “We’ll take action against fake complaints.” “Unsigned letters are liable for action as per GAD circular & treated illegal,” he added.

The residents have demanded immediate intervention from the Lieutenant Governor’s office to investigate the matter thoroughly. They have called for the cancellation of Rather’s attachment/deployment order and the initiation of disciplinary actions against him. The complainants assert that such measures are necessary to safeguard the future of the area’s underprivileged students and ensure that government officials abide by prescribed guidelines, maintain public trust, and uphold the principles of fairness and justice.

As the controversy continues to unfold, concerns over the alleged misconduct and its impact on the education of underprivileged students in the region remain at the forefront of public discourse.
