Different medical laboratories have different rates of the medical tests, is it legally right or not?

In wake of mushrooming growth of medical laboratories across the Union territory of Jammu and Kashmir which has fixed the different rates of the medical tests at their own whims and fancies which has broken the back of ailing patients as these gullible patients could not able to cough up the exorbitant money for these medical tests due to Health department apathetic attitude towards this menace. As the masses are suffering with different ailments as such, they are being told by their respective doctors to go for tests in order to diagnose the disease of the patients but in turn when ailing patients when go to the different medical labs they have fixed the rates of the medical tests at their own caprice and this has left the poor and middle-class patients to bear the brunt for no fault of theirs.
With no check by the department concerned on these private labs who are making the hay while the sun shines adding, gullible patients facing the piquant and precarious situation as they ruled that government is in deep slumber and not bothered to fixed the rates of the medical tests resultant there in patients must face unsurmountable hardships on account of arbitrary hike in the prices of medical tests.
One of the social Activist rued that as the government has given a free hand to these unscrupulous medical laboratories in terms of fixing the rates of the tests at whopping price as such this has burdened the pockets of the patients. He went to extent of saying respective doctors prescribed medical tests from the laboratories as they get commissions from these laboratories as such then these patients left with no other option then to conducted their medical tests from a particular laboratory.
Given in the hike in the rates of the medical tests has established the fact that the government is hand in glove with these laboratories as such government not checked these laboratories who have increased the rates of the medical tests irrationally.
