National Conference vice President and former Chief Minister of erstwhile J&K State, Omar Abdullah opposed the JKP decision to deny security clearance to Stone pelters required for Passport and Govt Jobs saying that an adverse report cannot be a substitute for being found guilty in a court of law. He wrote on Twitter “a year and a half ago J&K police were able to create an ‘adverse police report’ to justify my detention under the Public Safety Act that would never have stood up to legal challenge”. But his reaction to this decision of JKP is unjustified.
After change of guard, when J&K state was bifurcated into two UTs, stone pelting disappeared and killings of civilians during encounters between the Security Forces and militants saw a significant declined. It is pertinent to mention here, in 2009 and 2010 when Omar Abdullah was chief minister, hundreds of people were killed in Kashmir, but under direct control of Centre since 5tth August 2019 no or very small number of civilians were killed during the encounters.
