Corroborating a news report carried by The Hidden News CS Arun Mehta’s bouncer dismantles ‘expanded’ transfer/promotion industry in PWD the Public Works Department has withdrawn a promotion (Assistant Engineer as Assistant Executive Engineers) order issued on 10th May, 2023.
“Whereas, the HRM Section of this department came to know about this appeal on 15.05.2023 through the letter of Director Litigations dated 24.04 2023 which was processed by the Legal Section of this department on 03/05/2023 and reached HRM section on 15/ 05/2023 and in the meantime these engineers were elevated as I/c AEE, as they had attained seniority and eligibility by this time. Since the judgment of Hon’ble High Court in LPA is absolute, therefore, the Government order No.319-PW(R&B) of 2015 dated 01 12.2015 is held valid and the placement order as I/c AEE (Civil) issued vide Government Order No 190-PW(R&B) of 2023 dated 10 05 2023, in respect of the engineers figuring in Government order No 319-PW(R&B) of 2015 dated 01.12.2015 is hereby revoked and these engineers shall retain their original positions with immediate effect”, Govt order number 263-PW(R&B) of 2023, dated 21/06/2023 reads.
But, unfortunately, no responsibility has been fixed by the administrative department so far. Earlier, on 11/05/2023 The Hidden News carried a report exposing the transfer and promotion nexus in the administrative department, but with the passage of time, entire scandal turned fade. But, with the intervention of High Court that forced government to revoke its own order, is signaling that all is not well in the department. For last two years, the administrative department, is claiming that JEs, AEs posted in other departments beyond the five years’ stayed have been called back, but it is not true, still some JEs in Rural Development and Panchayati Raj awaiting their repatriation in parent department, despite the fact they have completed six years of their services in borrowing department.
It pertinent to mention here that a month back, The Hidden News has exposed that a nexus of JKAS officer and clerks making their fortune, keeping administrative secretary into dark, but no one bother to mend the loopholes that are brining bad name for the entire department. Chief Secretary, Dr Arun Kumar Mehta, no doubt, has brought unbeatable changes/ transparency in system, but, yet more need to be done.
