Directorate of Agriculture Jammu Fails Modi Govt’s ‘9 Saal Bemisal’, conceals Pradhan Mantri Fasal Bhima Yojana’s information

Contrary to what, the entire union government is doing to showcase the milestones has been achieved by PM Modi led NDA govt, during the last nine years, with the slogan‘9 Saal Bemisal’ the directorate of Agriculture Jammu apparently tried to fail the government’s campaign by concealing fact regarding the PMFBY.

A Jammu based researcher, worked on project of Government of India (GoI) spread over several states and the UTs of country regarding PMFBY, scheme told The Hidden News , “I contacted Director, Agriculture Culture Jammu, Dr K K Sharma and requested him to provide some data require for research”, said Dr Gulshan, the researcher, who worked on said project and added, “The Director, giving positive response to my request designated his subordinate, Mr Manoti Sharma for the purpose, so I further contacted him and he agreed to provide me the requite information. I requested him on July 20, 2023 for providing the required information prior to the deadline of submission of my work i.e. 24 July 2023, but on July 21 and 22 said official did not respond my repeated phone calls.”

“On Monday, the deadline day, I sent a text message to Director Agriculture Jammu, after receiving no response, I again contacted Mr Manoti Sharma and he picked-up call with lame excuse said, for sought information you should write a official letter to director, since I was in dire need of the data, so I immediately sent an email on provided email IDs with a request for early reply, but unfortunately on next day of the deadline i.e. July 25, 2023 I received less then of 30 per cent of required data ”, Dr Gulshan said, adding that reply provided by the Director office is attached here in JPG format.

“GoI has been sponsoring various projects to evaluate the flagship programme launched in the previous decade. Under one of such programme it was required to review the PMFBY in Assam, Andaman-Nicobar, Karnataka, Kerala, Manipur, Meghalaya, Odisha, Puducherry, Tripura, Haryana, Goa, Himachal Pradesh, Jammu and Kashmir, Maharashtra, Rajasthan, Uttarakhand and Sikkim. It was required to write a 1000-word article covering the implementation process, number of people registered and actual beneficiaries, details of the grants received and distributed in respective states”, Dr Gulshan further said and added, “Author writing on the functioning of PMFBY in Jammu and Kashmir faced redtapism in that process.”

The PMFBY, a flagship program was launched in 2017 in Jammu and Kashmir. It has completed six years and this duration is sufficient for any scheme to show impact on the ground. But the impact on the ground cannot be understood without proper review and evaluation of the scheme. Evaluation is important, elected representatives, policy makers, community leaders, bureaucrats and the public want to know what schemes or policies work and what policies don’t. It is important to determine whether an implemented programme is doing. Official data along with the field survey plays a crucial role in representing the true picture of a programme.
