At a time when the entire PW(R&B) Department is ‘celebrating’ reorganization of the department under the leadership of Shailendra Kumar, Principal Secretary, who worked 24×7 what the department has ‘achieved’ so far, all most daily basis headlines of media regarding corruption, scandals in the department, has been leaving every one red-faced, who pat their back.
Disappointed over the working of administrative department PW(R&B) in response to hundreds of unattended complaints of corruption in Rajouri-Poonch circles, aggrieved contractors, who had knocked ACB’s doors for justice as well, now with a last hope filing complaints on https://jkgrievance.in/AwazAAwam for justice, but the deep-rooted nexus between corrupt public servant and the administration is leaving no stone unturned to prove the JK Grievance Cell as a defunct platform.
Recently, The Hidden News carried a story against an Assistant Engineer of PW(R&B) Division Poonch, but now, the case is very high profile because the complaint has been lodged against a Superintending Engineer of PW (R&B) Rajouri-Poonch Circle Bikram Singh. “Complaint regarding registration of FIR in Illegal process in e-tendering of NABARD Road NIT No 14 of 2023 of District Poonch & Rajouri by SE PWD R&B Circle Rajouri Poonch”, a complaint no 999004273900 lodged on 30/08/2023 read.
“We the Contractors of Poonch want to bring the following points regarding the illegal processing of e-tendering into your kind consideration, The SE PWD (R&B) Circle Rajouri, Poonch is involved in Corrupt practices by showing undue favor to selective Contractors in above mentioned NIT by accepting and rejecting tenders by his own will without following the due process of law rules & regulations. He is doing undue favor to Contractors namely Mehmood Khan & Bhat Constructions in the said tendering process by taking bribe /commission i.e. 15% per tender. He deliberately ousted us from the tendering process without any reasonable cause though all the legal formalities with respect to the tendering process were completed by us in online participation of tenders. We are humbly requesting your good self to take action against the said SE as per law and till the legal process is followed and direct him to stoppage of the further processing of tenders”, the complaint further read.
The SE is a very adamant officer, he has no respect for the law, You check his credentials, during his posting as XEn PW(R&B) Nowshera, Rajouri, he has no regard for transparency like the RTI Act since he has connections to civil secretariat, no one can dare him, even he got choicest after his promotion, so you can easily understand why Chief Secretary, Dr. Arun Kumar Mehta was no in favor of reorganization of PW(R&B) Department, said a senior advocate of J&K High Court.
