In a resolute move against corruption within its ranks, the Jammu and Kashmir Government has set a precedent by demoting a Patwari caught red-handed while demanding and accepting bribes for issuing Revenue Extracts in Ganderbal district of the Kashmir valley.
Tariq Ahmed Shah, formerly the Patwari of Patwar Halqa Hathbura, Tehsil Tullamulla, District Ganderbal, faced serious allegations of misconduct in a corruption case (CBI Case No. RC123023A0001). He was accused of soliciting a bribe of Rs. 50,000 from complainant Abdul Rashid Dar in exchange for facilitating the issuance of three separate revenue extracts.
Following a comprehensive investigation and examination of evidence, including corroborating findings from CFSL, New Delhi, the Revenue Department concluded that Tariq Ahmed Shah was indeed guilty of grave misconduct. Consequently, the department took decisive action by Government Order No.29-3K-GAD (Vig) of 2023 dated June 16, 2023. The department initiated Regular Departmental Action (RDA) against Tariq Ahmed Shah under The Jammu & Kashmir Civil Services (Classification, Control, and Appeal) Rules, 1956. Despite being afforded ample opportunity to present his defense, Tariq Ahmed Shah failed to provide satisfactory evidence to refute the charges against him.
Upon thorough consideration of the inquiry report submitted by the appointed Inquiry Officer, the department found Tariq Ahmed Shah guilty as charged. Under Rule 30 of the J&K Civil Services Rules, 1956, the department imposed the penalty of demotion to a lower post. Tariq Ahmed Shah, formerly a Patwari, has been demoted to the position of Orderly in the pay scale of SL1 (14800-47100), with immediate effect.
Given the severity of the misconduct and in compliance with constitutional provisions, Tariq Ahmed Shah is not entitled to any further opportunity for representation on the imposed penalty. This action underscores the unwavering commitment of the department to uphold integrity and accountability within its ranks, sending a clear message that corruption will not be tolerated.
