Registration of newspapers and periodicals goes online through Press Sewa Portal; RNI renamed as PRGI

New Press & Registration of Periodicals Act, 2023 Revolutionizes Publishing Landscape

In a significant move towards digitization and streamlining administrative processes, the Government of India has implemented the historic Press & Registration of Periodicals Act (PRP Act), 2023, effective from March 1st, 2024. This milestone legislation, notified in the Gazette, signifies a monumental shift in the regulation of periodicals, ushering in a new era of convenience and efficiency for publishers across the nation.

Under the new Act, the registration of periodicals will now be governed by updated provisions outlined in the Press and Registration of Periodicals Act, 2023, along with its corresponding Rules. The Office of Press Registrar General of India (PRGI), formerly known as the Registrar of Newspapers for India (RNI), will spearhead the implementation of the Act, ensuring its objectives are met effectively.

Embracing the principles of Digital India, the PRP Act introduces an online system for facilitating the registration of newspapers and periodicals, replacing cumbersome manual processes with a seamless digital platform. This transformation aims to alleviate the hardships faced by publishers, offering a user-friendly and expedited registration process.

Earlier, Shri Anurag Singh Thakur, Minister of Information and Broadcasting, launched the Press Sewa Portal (presssewa.prgi.gov.in), the online portal of the Press Registrar General, to receive various applications mandated by the new Act. This portal facilitates a wide range of applications, including registration of periodicals, revision of certificates, and submission of annual statements, among others.

The Press Sewa Portal ensures paperless processing, offering services such as e-signature facilities, digital payment gateways, and QR code-based digital certificates for instant download. Furthermore, it features a chatbot-based interactive grievance resolution mechanism, enhancing accessibility and transparency for publishers.

Crucially, the new PRP Act exempts books and journals of scientific, technical, and academic nature from registration, streamlining the regulatory framework and promoting ease of compliance for publishers. All applications for periodical registration must be submitted online through the Press Sewa Portal, reducing the likelihood of discrepancies and expediting application processing.

The Act outlines a comprehensive registration process through the Press Sewa Portal, providing step-by-step guidance for publishers. From profile creation to submission of applications and online payment of registration fees, the entire process is designed to be user-friendly and efficient.

With the enactment of the Press & Registration of Periodicals Act, 2023, the Government of India reaffirms its commitment to fostering a conducive environment for publishers, promoting ease of doing business, and embracing digital transformation in governance. This landmark legislation marks a significant milestone in the evolution of India’s publishing landscape, paving the way for enhanced efficiency, transparency, and accountability in the registration of periodicals.
