Under construction building collapsed yesterday in the Janipur area situated opposite to the JDA complex and this under construction building come up with the old building which was about thirty to forty decades old. As per reports, no casualties have taken place as per the administration statement. Narrow escape for the labourers who were about half dozen engaged in construction of this building. Following this incident administration have pressed into service two JCBs to started rescue operation as the administration apprehended that collapsed of this under construction building resulted in trapping of labourers in such grave building collapsed but as per the report’s emerged in the media revealed that no casualties taken place.
Eye witnesses recount this horrible incident as they divulged, they were doing work in their shops when they found that poles get shaking as if earthquake came, we panic given the intensity of the shacking of electric poles which led to sparking also in the wires on the electric poles and this has created piquant situation for us. Fear developed that how we convey to the PDD department that switched off the lights but somehow it came in the knowledge of the PDD and they switched off the lights and poles get damaged as they fell down which resulted in power supply snapped. As we came out of shop, we came to know that under construction building get collapsed and then we reached there in nearby the site of collapsed of building and there was, uproar and shrieks because it didn’t know as whether someone get trapped up in the debris of the under construction building or not but as the time passed on JCBs doing its job of clearing the debris at the earliest possible way so that precious lives if get trapped be rescued timely. Police and administration also rushed to the spot to started rescue operation.
“As the under-construction building collapsed there was debris on the road which caused obstruction in the free flow of traffic and commuters coming from the Amphalla they have to stuck up for several hours as it would be difficult to clear the debris in a quick way”, the local of the Janipur area said.
After this incident there is lot of resentment amongst the masses that as to why this incident happened. Administration stated that this incident happened when old building levelling with the new building then the under construction building collapsed.
Now, the moot question is that whether the under construction building which collapsed it’s permission has been taken from the Jammu Municipal Corporation (JMC) , Whether site plan has been approved which is mandatory aspect to be adopted before doing construction of the property, whether all the requisite requirements have been complied with in the under construction building collapsed these are the few questions which needs reply from the JMC department.
Police as lodged an FIR into this incident and started an investigation into this matter. There is a need to fix responsibility as to why this under construction building collapsed. Khilafwarzi inspectors whose duty has to ensure that in their respective areas if any new constructions taken up it should follow the mandatory norms of the Building permission. But it has been observed that these Khilafwarzi Inspectors earned the notoriety of being corrupt as they indulged into corrupt practices by taking bribe from the owners of the property and allowed them to carry on the construction despite well aware that the owners carrying on illegal construction in flagrant violation of the norms.
As our erstwhile state become UT now it has to be seen that these Khilafwarzi inspectors are discharging their duties in consonance with law or not. These Khilafwarzi Inspectors have pivotal role to play in ensuring that constructions carry on in consonance with the law and they imposed fine also upon the violators but instead of imposing fine on the violators these Khilafwarzi Inspectors much concerned about filling their own coffers which led to the construction of illegal buildings. JMC Commissioner need to rise to the occasion and checked the procedural and technical lapses which led to the collapsed of the building coupled with order a probe as to why this Under Construction building collapsed for which inquiry should be order by officials of impeccable integrity. Sooner it would be done better it would be.
