26 attached AEAs working against Gazetted posts in directorate, Chief Office
Despite repeated orders by General Administration Department to cancel all the attachments at least 26, Agriculture Extension Assistant (AEA) are attached in the Directorate of Agriculture and Farmers Welfare Department Jammu including five in Chief Agriculture Office Jammu.
Acting on complaints lodged in JK Grievance system, the Administrative Department J&K Agriculture and Farmers Welfare Department had twice between December 2021 to March 2022 requested to Director Agriculture and Farmers Welfare Department Jammu to detach all these officers, but officers in directorate, having direct with Naveen Kumar Choudhary, the then Principal Secretary, J&K Agriculture and Farmers Welfare Department Jammu, recently relived by the J&K Govt for his joining in Mizoram, the orders could not implement till date.
“Director, K K Sharma and joint Director Ravinder Singh Reen once had access in Principal Secretary’s office, so the attachments made by the directorate in violation of rules, could not be rectified”, sources said, adding that incumbent boss, Atal Dullo, Additional Chief Secretary, J&K Agriculture and Farmers Welfare Department should strike on this unholy nexus.
“To accommodate most of these AEAs, the directorate shifted gazetted officers without its competence and placed these people and different places including 21 in directorate and 5 in Chief Agriculture Officer Jammu”, sources said.
Further giving detail of attached AEAs, sources said that four officials are presently attached with Joint Director Inputs, two officials attached with the Joint Director Extension on each is attached with Joint Director Farms and Rukh, and Joint Director Farm Manager. Similarly, four AEAs are attached in seeds analysis unit, and three attached with Central Sponsored Schemes, two with Pesticide Lab, one each with JDA-Ex, Mushroom, Vegetable and PPO. Sources further said that an official retired two years back, is still working in the directorate in establishment section.
I appreciate your courage for writing such news It has been 37 years no DPC in Agricultural Gazetted Cadre. From 1984 till today all 22 so called IAS Officers ( commissioner secretary APD) failed to conduct DPC. All officers in in the department are retiring on the post on which they were appointed.
