In an attempt to shield a former in charge block development officer (BDO) Siot, who deliberately changed the site of the block development council (BDC) building, the inquiry officer appointed by the administrative department of Rural Development and Panchayati Raj J&K has submitted a concocted report to the higher authorities.
However, addmiting that the site of BDC complex Siot was channged, Director RDD Jammu, Mumtaz Ali infromed The Hidden News, “The site was changed because, there was not enough space where earlier the works was started. So on basis of complanit that DPR has been manupulated, a team of senior officers from administrative department visited the spot and with consent of PRIs the site was changed.”
Kindly refer to your letter No:DRDJ-PLAN/128/2022-04/42281-83 dated: 30.12.2022, regarding the Construction of BDC building at Siot. In this context, I am directed to state that an inquiry committee was constituted to look into the allegation leveled against and the committee has submitted the inquiry report which is reproduced below for your information “After examining the relevant records, an inspection of site interaction with BDC members and representatives of GREF, the undersigned was of firm opinion that the complaint was baseless and devoid of any merit.
Surprisingly, the Joint Director, in the report he had submitted to addministrative deaprtement said, “no change of site has occurred as has been alleged in the complaint”.
“The site has been identified and selected by the members of BDC Siot unanimously and no change of site has occurred as has been alleged in the complaint, in so far as coming of the building under alignment of the proposed widening of the road was concerned, that was also unfounded as the building under construction was far away from the proposed road widening which has been certified by GREF authorities in clear terms by issuing NOC for construction of the building at the identified location. In view of the above findings, it is suggested to drop the complaint made against BDO Siot and order for resumption of the construction work of the building. “As such in light of the inquiry report, I am directed to convey to you to go ahead and start the execution of work namely “Construction of BDC building at Siot” on the already approved site and complete the work in the stipulated time frame, copy of inquiry report submitted by Kamal Kr Sharma, Joint Director, Department of Rural Development and Panchayati Raj J&K Govt reads.
But contrary to the claims made by the inquiry officer, revenue record, DPR and measurement book of building works narrate another story. “The site for construction of the BDC building at Siot was selected by the then DC Rajouri Rajesh Shavan, adjoining to the building of BDO office Siot situated in Panchayat upper Siot. The revenue papers submitted by Tehsildar SIOT vide his No:-TS/2021/25 dated: 29.05.2021 are sufficient to authenticate this fact. The papers reflect the proposed site in Khasra no 1273 whereas the building is being constructed in Khasra no 1094 in Panchayat lower Siot. On the other hand, the BOQ published in the e-Nit for the work contains a lump sum provision of Rs 25000/- for leveling of ground whereas a payment has been projected for 336.75 cum of earthwork in a bulk excavation in all kinds of soil 30%, ordinary rock 20% and hard rock 50% amounting to Rs217782/-. Furthermore, the facts can be verified from the DPR submitted for accord of AAA. An Index map of the area showing the location of the proposed site with reference to the nearest public road or any other important building situated in the neighborhood is to be enclosed with the DPR. A detailed site plan showing the boundaries and ground features alongside structures if any is also to be enclosed with the DPR. Typical x-sections are to be enclosed if earthwork in bulk excavation is required to make the site fit for building construction.
