The Jammu and Kashmir government on Friday dismissed Manzoor Ahmed Laway, a teacher in the education department, from service under Article 311 of the Constitution of India for his alleged involvement in anti-national activities, an official spokesperson said.
“Laway’s activities had come to the adverse notice of law enforcement and intelligence agencies, who found him involved in activities prejudicial to the interests of the State, such as involvement in terror-related activities,” the spokesperson stated.
Article 311 provides for the dismissal of a person employed in civil capacities under the Union or a State.
Laway, a resident of Manzgam, DH Pora, District Kulgam, is involved in two FIRs registered at Police Station DH Pora, Kulgam. “On July 9, 2016, Laway was one of the instigators who, along with his associates, instigated a mob to cause damage and destruction to government property. The mob marched towards the DH Pora Police Station, looted arms, ammunition, and other government property, and subsequently set the police station on fire,” the spokesperson alleged.
“In another incident on September 10, 2016, Laway led an unruly mob that resorted to stone-pelting on a joint party of police and security forces, during which armed gunmen from the mob fired indiscriminately upon the police party,” the official added.
The spokesperson stated that as a teacher, Laway had the responsibility to guide students away from indulging in activities directed against the security of the state. “However, his role in fomenting secessionism among the student fraternity went against the purpose for which he was appointed to government service.”
“The J&K government has adopted a zero-tolerance policy towards anti-national elements who have been taking advantage of being in government service. Prior to this, 56 government officials have been dismissed by invoking the provisions of Article 311 of the Constitution of India,” the spokesperson said.
