Less than an year, second time the government of Jammu and Kashmir has threw recommendation made by Commissioner, Jammu Municipal Corporation (JMC) regarding promotion of Firdous Ahmed Qazi, XEn as incharge superintending engineer into the bin.
“I am directed to refer your letter No. JMC/Estt/S/27 dated 12.04.2023 regarding Promotion/placement of Er. Firdous Ahmad Qazi, Executive Engineer as I/c Superintending Engineer and to convey that due to non-availability of the post of Superintending Engineer in the Corporation for feeding service incumbents, the request of the officer does not (holds) merit any consideration”, the communique no. HUD-LSGOJMC/31/2023 (C.No. 7175381) Dated: 25/05/2023, addressed to Commissioner JMC.
Earlier, the Commissioner JMC, Rahul Yadhav on 12/04/2023 wrote to Principal Secretary to Government, Housing & Urban Development Department, for Promotion / Placement of Er. Firdous Ahmad Qazi, Executive Engineer as I/C Superintending Engineer.
“It is submitted that Er. Firdous Ahmad Qazi, Executive Engineer was born on the establishment of urban Local Bodies, Jammu and later the Engineering Wing of Urban Local Bodies, Jammu has been transferred to Jammu Municipal Corporation by virtue of Government order No: 43-JK (HUD) of 2020 dated 04/02/2020. Er. Firdous Ahmad Qazi, has been working as Executive Engineer more than 12 Years in the Housing & Urban Development Department and has served in Urban Local Bodies, Jammu, JK Housing Board and presently working as Executive Engineer Project Division, JMC by virtue of Government order No: 50-HUD of 2021 dated 11.11.2021 and requested for his promotion / placement as I/C Superintending Engineer keeping in view his seniority in Housing & Urban Development (Local Bodies & now in JMC). In view of the above, representation of Er. Firdous Ahmad Qazi, Executive Engineer is submitted for your kind consideration under rules”, Commissioner JMC wrote to Principal Secretary to Government, Housing & Urban Development Department.
Earlier on 16/04/2022 the then the Joint Commissioner (A) with the direction of Commissioner JMC vide letter no JMC/Estt/S/74-75, dated 23-04-2022 requested to Principal Secretary, Housing & Urban Development Department for “promotion/placement of Er Firdous Ahmed Qazi as I/C Superintending Engineer”.
Meanwhile, the official has been facing serious allegation of being a backdoor appointee, in this connection the government has ordered a high level inquiry being conducted by Special Secretary, Housing and Urban Development Department.
Meanwhile acting on another complaint against Qazi, the Principal Secretary to HUDD, Dheeraj Gupta on 25/05/2022 constituted two member FFC. “Sanction is hereby accorded to the constitution of FFC comprising of following officers to enquire into the allegations of illegal/backdoor appointment of Mr Firdous Ahmed Qazi, presently Executive Engineer, Jammu Municipal Corporation, in the complaint filed by Sh. Mujeeb Ahmad, President of All J&K Engineer Association, Jammu. Mr Ashish Gupta, Additional Secretary to the Government, Housing and Urban Development Department and Sana Khan, Deputy Director, Urban Local Bodies Jammu”, Govt order no 75-JK(HUD) of 2022, dated 25/05/2022 read. However, report of enquiry has not been submitted by the inquiry officer. It has been learnt from the reliable sources that inquiry officer was being pressurised by his batch mate to give favourable report, so the report is being delayed. Now the question arises if the inquiry report has not been submitted yet, why the Commissioner JMC so desperate and recommended promotion case, without availability of the post
